Harder to Advance in Big Organizations?

According to a recent study by the Institute for Corporate Productivity, employees at larger organizations are twice as likely to face a waiting period of one to two years before being eligible to apply for other positions.

The survey of 423 companies reveals that 30% of organizations with more than 10,000 employees require workers to have one to two years on the job before they can apply for an internal posting.  This compares with 16% for companies with 2,500 to 4,999 employees and 17% for companies with 500 to 2,499 employees.

In an era when we are warring for talent and (according to Penelope Trunk) the average tenure among younger members of the workforce is only 2 years (a recent EBRI study puts average tenure for all private sector workers at 3.9%), isn't limiting advancement opportunities in this way tantamount to begging for a retention issue?
